Public-Sector Development and Urban Regeneration
Virtus Consult has been appointed by the City of Wolverhampton Council to provide Project Management and Quantity Surveying services for the development of a new Fleet Services Facility at Hickman Avenue, Wolverhampton.
The development will relocate the Council’s existing fleet services operation from Culwell Street to a purpose-built facility on the former Wholesale Market site.
The scheme forms an important part of the Council’s wider regeneration strategy, enabling the release of its existing depot site for future residential and mixed-use redevelopment under the Brewers Yard masterplan.
The new facility will accommodate vehicle maintenance workshops, fleet parking, taxi licensing facilities, travel services, street lighting and cleaning stores, together with associated offices and welfare accommodation.
The development also supports the Council’s transition towards electric vehicles, with provision for fleet charging infrastructure and modernised operational facilities.
Delivery involves the coordination of construction and operational requirements on a previously developed site, including ground conditions, existing infrastructure and the need to maintain continuity of essential Council services.
Virtus’s appointment brings together project leadership, procurement and financial management in support of this substantial public-sector investment.
The main construction contract has been awarded to McPhillips, with a published contract value of approximately £13.2 million.
The commission demonstrates Virtus’s experience in delivering major public-sector projects where construction, operational requirements, sustainability and wider regeneration objectives must be considered together.
